GREAT LAKES FANTASY FOOTBALL LEAGUES Ontario League Rules Section I - General 1. The Franchise Fee is $30.00. 2. Each of the two (2) divisions will consist of five (5) teams. 3. The initial draft will be held on-line. Teams will be formed in a draft that will be carried out in 1-10 then 10-1 order (known as 'serpentine' or 'switchback'). Drafts may be done in live draft format (4-6 hours on a chat site) or in email format (over several weeks). The order for all initial drafts is decided randomly. 4. The first Rookie/Remaining Free Agent transaction period will take place on May 1, 2003. The order will be reversed from the original drafting positions that teams held in February and March (i.e. 1st overall pick in March picks 10th in May, 10th overall pick in March picks 1st in May). One player may be added at this time but rosters will remain at 16, meaning any additions must result in a drop. Subsequent rookie and free agent transaction periods will take place on June 1st, July 1st and August 1st, with the order being serpentine or switchback. In subsequent years, the teams with the worst regular season records the previous season will have the first opportunity to select rookies and free agents in May. 5. Any player on the roster and/or draft picks may be traded during the off-season. Before trades are approved, both owners participating must pay their $30 entry fee for the upcoming season. Section II - Scoring 1. The decimal scoring method will be combined (basic + performance) with points awarded as follows: RUSHING - .1 point every 1 yard, 6 every touchdown, 2 for conv. RECEIVING - .1 point every 1 yard, 6 every touchdown, 2 for conv. PASSING - .05 points every 1 yard, 3 every touchdown, 1 for conv. KICKING - 3 points every field goal (0-49 yards), 4 points every field goal (50 yards plus), 1 point every PAT NFL TEAM - 6 points for TD (Fumble, interception, blocked punt, blocked FG return) 2 points for safeties, 1 point for interceptions, 1 point for fumble recoveries, 1 point for sacks, 3 points each "team" victory, 8 points each "team" shutout. 2. Kickoff and punt returns for touchdowns will be awarded 6 points under the following conditions: The player that scores must be on your roster; the player that scores must be in your starting line-up 3. Overtime Games: Tie games will be broken by using reserve players. Tie games will be broken using the same performance point system used by the rest of the players in the starting lineup. Section III - Trading and Transactions 1. All transaction requests must be submitted via the web site to the commissioner's office no later than Midnight EST on Thursday night. Free agents will be awarded to teams on a worst-to-first basis and will be posted to your respective teams during the day on Friday. You can select up to TWO Free Agents per week. If you have the maximum of 16 roster spots filled, you cannot pick up a player if you don't drop one as well. 2. All trades must be approved and forwarded to the commissioner's office no later than Friday evening at Midnight EST in order to ensure that the players involved are available for Sunday's games. 3. You can receive up to five players per week in trades during the Regular Season. Both teams need to give approval and list terms of the trade for it to be confirmed. This must be done through the league's web site. Once approved by the league commissioner, the trade will be official. Trade results will be posted on the web site for each league. As a trade is approved, the team(s) rosters will automatically be updated and a transaction record will be listed. 4. A player cannot be traded back to a team until four (4) games have passed. 5. The league has the ability to veto a trade with 60 percent (six teams) of the league vote. A vote to veto a trade must be done within 72 hours of the trade becoming official. If a trade is one sided or collusion between owners is suspected, the trade will be vetoed by the commissioner. 6. During the off-season, you can make as many trades per month as you wish. They also have to be submitted via the web site by both parties to the league commissioner. Upon approval, they will be listed on the web site. 7. Lineups must submitted before 1 p.m. on Sunday using the web site. Also, please be aware of special weeks where the NFL plays on Thursday nights. During these weeks, owners must declare all starting players who are playing on Thursday night BEFORE the kickoff. The rest of the lineup may be submitted before the Sunday deadline. Lineups should be submitted through the league's web site. 8. Owners are not permitted to trade transaction slots. 9. You will be responsible for fielding a complete team during bye weeks. No carryover points will be awarded for position players or NFL teams. 10. No trades will be permitted following the kickoff of Week Nine's games. The Thursday after the eleventh regular season game is the last week to make drop/add transactions. Section IV - Playoffs and Payouts 1. Two (2) division champions and four (4) wild-card teams will qualify for the playoffs. The two division winners will receive a first-round bye when the playoffs begin during NFL Week #14. The four wild-card teams will be seeded as follows: win-loss record, head-to-head competition, and total points scored. The #1 seed plays #4 and the #2 seed plays #3. 2. The winners advance to the conference semi-finals. The lowest seed to advance plays the highest seeded division winner. This action will take place on week #15 of the NFL season. 3. The winners will square off for the Ontario League Championship. This action will take place on week #16 of the NFL season. The champion will receive a check for $200 while the runner-up receives $50. 4. The four (4) non-playoff teams are entered in a single-elimination consolation tournament that will run through NFL weeks 14 and 15. The seeding will be determined as follows: win-loss record, head-to-head competition, and total points scored. 5. In order to determine division championships, the following tiebreaker system will be used: 1.) Best win-loss record, 2.) Head-to-head competition, 3.) Best Division Record, 4.) Most Points Scored in Division Games, 5.) Total Points Scored in All Games, 6.) Coin Flip. 6. In order to determine overall playoff seeding, the following tiebreaker system will be used: 1.) Best win-loss record, 2.) Head-to-head competition (Note: If more than two teams are tied with the same record, the head-to-head tiebreaker will be examined first to see if any one team has defeated any of the other two. If not, seeding will be determined using Total Points Scored in All Games), 3.) Total Points Scored in All Games, 4.) Best Conference Record, 5.) Total Points Scored in All Conference Games, 6.) Best Division Record, 7.) Most Points Scored in Division Games, 8.) Coin Flip. Section V - Miscellaneous Items 1. All lineups must consist of a Quarterback, 1-2 Running Backs, 3-4 Wide Receivers, a Tight End, a Place Kicker and a Team Defense. 2. Rosters will consist of 16 players. The seven (7) reserves on your roster may consist of any number of quarterbacks, running backs, receivers, kickers, or NFL teams. It is your responsibility to maintain your roster at all times. If a team goes over the 16 spots (by free agent pickup or trade) the transaction or transactions will not be processed for that week. Teams in the Ontario Leagues keep their entire ENTIRE roster from season to season. New players are added during the off-season drafting periods, and your team will need to drop a player (if at 16 players on roster) if you're acquiring one. 3. The act of "throwing games" (losing on purpose by turning in a lineup filled of players that normally would not play) is not tolerated in the Great Lakes Fantasy Football Leagues.
